Most lobbyists are required by law to disclose their activities — but not the Interstate Oil and Gas Compact Commission (IOGCC). That agency lobbied successfully to pass and preserve the "Halliburton Loophole," which exempts the oil and gas industry from the law requiring disclosure of toxic fracking chemicals.
While it is styled as an interstate compact commission, the IOGCC in reality "is led by regulators from industry-friendly oil and gas producing states, and a full third of its members come from the industry itself," Lisa Song reports in an April 11 InsideClimate News piece.
