"States and territories that haven’t submitted methane emission reduction plans for their municipal solid waste landfills will be subject to federal requirements, the EPA announced Monday in an unpublished final rule.
The federal plan will have the same elements state plans require, including an inventory of facilities, emission limits, and compliance schedules. About 1,600 landfills are potentially affected by the rule, the Environmental Protection Agency said.
Last March, the agency found 42 states and territories failed to submit implementation plans for methane emission reduction standards updated in 2016."
